General Services Administration (GSA)
Efficient Federal Buildings: The Act provides $5.55 billion to the General Services Administration for federal buildings, including $4.5 billion for measures to make GSA facilities "high-performance green buildings" (as defined by the 2007 energy law), $750 million for federal buildings and courthouses, and $300 million for border stations and land ports of entry. The Act requires that $4 million of funds provided be directed for GSA's Office of Federal High-Performance Green Buildings, which was created by the 2007 energy law to coordinate the green building activities of federal agencies. The Act also provides for up to $3 million to be directed toward pre-apprenticeship and apprenticeship programs for training in the construction, repair, and alteration of federal buildings.

The Act provides $16.8 billion for Energy Efficiency and Renewable Energy programs within the DOE:

Energy Efficiency and Conservation Block Grant
The Act provides $3.2 billion for the Energy Efficiency and Conservation Block Grant program created by the 2007 energy law, of which $2.8 billion will be distributed through formula, and $400 million will be through competitive grants.

State Energy Program (SEP)
The Act provides $3.1 billion in funding for the Department of Energy's State Energy Program, which provides funding to states and state energy offices for energy initiatives, and renewable energy and energy efficiency programs.

Energy Star
The Act directs $300 million of funds provided for the Energy Star program and the Energy Efficient Appliance Rebate Program.

"Smart Grid" and Electricity Delivery and Energy Reliability
The Act provides $4.5 billion to support electricity grid modernization, improvements to energy infrastructure, and energy deployment and demonstration, among other specified uses. The Act also authorizes the funding of smart grid demonstration projects throughout the country and directs the Secretary of Energy to establish a smart grid information clearinghouse to make information about smart grid projects and sources publicly accessible. The Act also authorizes an additional $3.25 billion each in borrowing authority for the Bonneville Power Administration and the Western Area Power Administration for upgrades to their electricity transmission systems.

$146 million for the National Park Service for operations, including deferred maintenance of facilities and trails, and other critical repair and rehabilitation projects; $15 million for the National Park Service for historic preservation projects at historically black colleges and universities; and $589 million for the National Park Service for repair and restoration of roads, facility construction, energy efficiency retrofits, preservation and repair of historical resources, and critical infrastructure projects, among other uses.

$180 million for projects on Bureau of Land Management lands, including construction, reconstruction, decommissioning, and repair projects, and energy efficiency retrofits.

$115 million for the U.S. Fish and Wildlife Service for construction, reconstruction, and repair projects, and for energy efficiency retrofits.
National Science Foundation

$2.5 billion for research and related activities, including $300 million for the Major Research Instrumentation Program and $200 million for modernization of academic research facilities.

$400 million for National Science Foundation major research equipment and facilities construction projects.
National Institute of Standards and Technology

$360 million for construction of research facilities, of which $180 million is for a competitive construction grant program for research science buildings.

$24 million to the Department of Agriculture for Agriculture buildings and rental payments, as well as an additional $176 million for deferred maintenance at buildings of the Agricultural Research Service.

$650 million for priority capital improvement projects, including facilities improvement, maintenance, and renovation.
Department of Health and Human Services

$500 million for high-priority repair, construction and improvement projects at NIH facilities.

$415 million for Indian Health Facilities, including facility construction projects, deferred maintenance and improvements, sanitation projects, and equipment, of which $227 million is for completion of up to two health facility construction projects already underway from current priority list.
Smithsonian

$25 million for repair and revitalization of existing facilities.
