Close What is an ESPC?

A contracting method in which the contractor provides capital to facilitate energy savings projects and maintains them in exchange for a portion of the energy savings generated. An energy savings performance contract is an agreement between an energy services company (ESCO) and a building owner — typically in the government sector.

Close ESCO Installation Case Study

The provider in this case helped identify savings for a retail store that was lit 12 hours a day, seven days per week using T12 fluorescent lamps and electronic ballasts. Energy rates were averaging $0.16 per kWh.

The service provider analyzed the store and provided a basic retrofit where 150 fixtures were relamped from 4-lamp T12 lamps to 150, 2-lamp T8 lamps with electronic ballasts, including a reflector change. The project leveraged local rebates, offsetting the cost of the project by 30%. The project provided an approximate simple payback of one year and reduced the energy consumption by over 80,800 kWh per year. Also, the store qualified for additional federal tax breaks afforded by EPAct, which allowed the retailer to reduce its taxable income and reduce its overall tax burden that year. This retrofit example improved energy efficiency by:

SAVING  $12,930 electricity savings per year
REDUCING  80,800 kWh of electricity per year which:
AVOIDS  49 metric tons of CO2 emissions on the U.S. grid annually, which is:
EQUIVALENT  to the annual CO2 emissions of 9 cars on U.S. roads

Wash/Relamp & Lighting Maintenance
Service including the periodic replacement of lamps and cleaning of fixtures.
Lighting retrofits/upgrades
The general replacement of a lighting system, which can include fixtures, ballasts, and lamps. A retrofit typically provides materials and labor.
Rebate Services
Service provider identifies all prescriptive and performance-based rebates, files paperwork on behalf of customer
Financing
Provides financing options for short or long-term energy upgrades. Financing packages typically provide a cost versus payback analysis.
Energy Audits
An energy audit is an inspection, survey and analysis of energy consumption for purposes of conservation in a building, process or system to reduce the amount of energy input into the system without negatively affecting the output(s). Service providers may provide these services as part of their offerings.
Service Agreements
A contracted service that provides periodic maintenance or call-out options for a negotiated fee. Agreements can include service check-up based on emergency, routine, or after-hours basis.
Full Service Provider
Provides full lighting services including on-going post-installation assistance.
Lighting Retrofitter
Provides a full range of installation options. These may include full installation of retrofit package including audit, design, replacement, rebate assistance, financing, and commissioning of a lighting or other energy optimization package. Typically, retrofitters provide NO post-installation services upon job completion.
Labor Only
Service provider agrees to provide only the service portion of the installation - Procurement of materials is handled by end-user or distributor. Although ideal in situations where materials are “purchased by others”, it should be understood that this option affects purchasing, logistics, pricing, breakage, and warranty.
Turnkey Service
Promotes a full installation or retrofit package including audit, design, replacement, rebate assistance, financing, and commissioning of a lighting or other energy optimization package.
Service Coverage
Defined as State (e.g. CT, NJ, DE, etc.), Regional (e.g. Serving Northeastern US, etc,) or National
Vertical Markets Coverage
The segments or markets serviced by the service provider (e.g. K-12 Educational, Universities, Healthcare, etc.)

The following information should guide you in assisting service providers to qualify savings andassociated costs with a lighting project. A checklist of helpful information is provided below.

  • Do you know your or your customer’s needs/energy goals?
  • What is the cost of energy?
  • What are the operating hours?
  • Have you walked the facility?
  • What are local rebates, incentives, or government programs for the opportunity?
  • Can this opportunity be EPACT qualified?
  • Has the scope of the opportunity been identified? Is there “low-hanging” fruit?
  • What are the customer’s Key Success Factors (KSF)?
  • What are your or the customer’s financial payback criteria? ROI?
  • Is there an approved budget for funding? Have funds been appropriated?
  • Is financing being considered? Would customer be interested in a performance contract?
  • Who has performed previous lighting retrofits/maintenance? Is customer satisfied with services? Why or why not?
  • What other ECM measures are being considered?
  • Does the service provider have the right mix of qualifications to meet the scope of the project? Is there adequate resource to fulfill job requirements in terms of geography, logistics, and support?

An energy service company (acronym: ESCO or ESCo) is a professional business providing a broad range of comprehensive energy solutions including designs and implementation of energy savings projects, energy conservation, energy infrastructure outsourcing, power generation and energy supply, and risk management. ESCO’s are often labled ESPC’s.

GE and its ESCO/Service Provider members intend to deliver an excellent return on investment for their customers with the establishment of the new program by utilizing GE’s energy efficient products and the installation expertise of its members, resulting in significant monetary savings and environmental stewardship and may provide some of the following services:
