2009 Department of Energy Lumens Per Watt (LPW) Regulations
T5, T8, T12 and U-Shaped Linear Fluorescent Lamps
(Effective July 14, 2012)

2009 DOE LPW Regulations on Linear Fluorescent Lamps

Effective July 14, 2012, linear T12, T8 and T5, and U-bend lamps must meet 2009 DOE regulations. 2-foot U-shaped, 4-foot and 8-foot lamps must meet minimum initial lumens per watt (LPW) requirements. Lamps above 4500K have a slightly lower standard.

Refer to the table below for a breakdown of the lamps that will be affected by the regulations.

Fluorescent Lamps Wattage Color Temperature Lumens per Watt (LPW) Requirement Impact
4 ft. T12 and T8
Linear

(Medium Bipin)
25W and above Up to 4500K 89 LPW All Standard 4 ft. T12 lamps are eliminated. F32 minimum 2850 lumens: Standard SP lamps at 2800 lumens don't meet standard. Current F32/SPX, High Lumen, F30, F28 and 25W meet standard.
4500K – 7000K 88 LPW
8 ft. T12 and T8
Slimline Linear
52W and above Up to 4500K 97 LPW Generally, 8 ft. T8 lamps meet standard. Most T12 lamps eliminated except 60W SPX/WM T12.
4500K – 7000K 93 LPW
8 ft. T12 and T8
High Output (HO) Linear

(Cold temperature lamps exempt)
All Up to 4500K 92 LPW Many 8 ft. T12 HO eliminated (both 110W nominal and 95W nominal) 8ft. T8 HO lamps meet standard. Cold temperature lamps are exempt.
4500K – 7000K 88 LPW
2 ft. U-shaped T12 and T8
(Includes 6", 3" and 1-5/8" spacing)
25W and above Up to 4500K 84 LPW All T12 2 ft. U-bend lamps are eliminated. T8 U-bend standard SP lamps are eliminated. Only a few T8 SPX U-bend lamps will meet standard.
4500K – 7000K 81 LPW
4 ft. T5 High Efficiency 26W and above Up to 4500K 86 LPW All T5 HE lamps meet standard. (This regulation prevents manufacture of inexpensive T5 CW lamps.)
4500K – 7000K 81 LPW
4 ft. T5 High Output 49W and above Up to 4500K 76 LPW All T5 HO lamps meet standard. (This regulation prevents manufacture of inexpensive T5 HO CW lamps.)
4500K – 7000K 72 LPW

Examples of Fluorescent Lamps not covered (by minimum LPW standards):
Other length lamps not specifically mentioned (such as 2 ft., 3 ft., & 5 ft. lamps). Lamps greater than 7000K. Lamps that are Plant Growth, Cold Temperature, Colored, Impact Resistant (covRguard)®, Reflector or Aperture, Reprographic, UV, & High CRI (≥ 87) lamps.
